Monroe earned his Bachelor of Science in civil engineering, specializing in structural engineering, from Ohio University.

He is a member of the American Society of Civil Engineers, the Ohio Contractors Association, the Construction Employers Association, and the International Rotary, as well as sitting on advisory boards for Ohio University and The University of Akron.

Monroe has over 40 years of experience which includes construction management and engineering for the Louisiana Superdome; the U.S. Steel Pipe Mill in Houston, Texas; the American Electric Power Plant in Conesville, Ohio; the Intercoastal Waterway Double Leaf Bascule Bridge in Clearwater, Florida; the Ohio River Bridge in St. Mary's, West Virginia; and the 56-story Southeast Financial Center in Miami, Florida.
